Introduction
The AU Constitutive Act, in Article 4(c), calls for the "participation of the African people in the activities of the Union." The African Charter on Democracy, Elections, and Governance (ACDEG), and the ECOSOCC Statutes further promote citizen participation in governance and decision-making processes. However, barriers like lack of awareness, access, capacity, and political will hinder effective citizen engagement.
To address this, the AU Citizens Engagement and Capacity Strengthening Programme aims to enhance the ability of civil society and citizens to engage meaningfully with the African Union. The programme supports capacity building, open platforms for engagement, and increased transparency and accountability within AU institutions.

- Trainings and workshops for CSOs and citizens on AU policies and engagement processes
- Public consultations and digital platforms for feedback and participation
- Policy dialogues and forums connecting AU officials with citizens
- Support to Member States in implementing participatory governance initiatives
